Dog law is a mix of Texas statutes, municipal and county laws, criminal statutes and property laws. It is a hybrid of all these types of law. Texas statutes serve as framework, but every city, or in some cases a county, have their own laws which supplement the state laws. Additionally, civil property laws apply as well, and in some cases even criminal law. While there are lots of laws, there are also some significant loopholes that can cause problems for rescuers and fanciers.
